If You Want To Apply For A New LPFM Radio Station, Time Is Running Out!!!

LPFM application handling firms are quickly running out of available "slots" for accepting new applicants. We definitely advise against "waiting for the last minute" as will certainly leave many, many prospective applicants "out in the cold" with nowhere to turn for technical assistance. (No matter how "do it yourself" the application is supposed to be, the last filing windows did not bode well for those who actually prepared their own applications.)

First and foremost, you need to know that LPFMRadio.com is in the business of preparing LPFM radio station applications for a fee. We have one of the most successful records of preparing grantable applications for submission to the Federal Communications Commission in the industry. Having said this, we also would request that, before hiring us, DO check out any and all other LPFM application preparation firms and LPFM engineering firms and see what they have to offer. After you do this, come to us with their written quote and we will work from there. Upon completion off this process, you will feel like you will be getting a much more personalized service with us.

You also should know that there are two ways in which your application can be prepared: "Fast" or "Accurately". With something as important as your LPFM license under consideration, do you really want to wait until the last possible minute to begin work on your project?

Our Purpose

LPFMRadio.com exists to assist you with regards to the FCC's Low Power FM Broadcasting Service (LPFM). Thousands of people, organizations and public service groups will soon have new opportunities to apply for, obtain and to operate new low power fm radio stations, serving local communities all across the country.

Since the idea behind the LPFM Broadcasting Service is that new broadcasters will obtain LPFM radio licenses and new community-based voices populate the airwaves, there will be many who know little (if anything) about broadcasting in general, and LPFM radio in particular. As a result of this, our mission is to make available as much good information as possible, so that potential LPFM applicants can make an informed decision as to whether to apply for one of these new licenses. Then, in the event you should get one, we will help you in determining how to go about construction and operation in proper manner within the rules and regulations as set forth by the Federal Communications Commission.

LPFMRadio.com also exists as a means of providing services to LPFM radio stations already in existence in the form of much needed engineering services such as:

A Brief Overview of LPFM

  1. The service is non-commercial in nature. But, this need not be a handicap. In fact, there are some real advantages to being licensed as a non-commercial service.

  2. There are two classes of LPFM radio stations: LP 100 (100 watts, 100 feet HAAT) and LP 10 (10 watts, 100 feet HAAT).

  3. 3rd adjacent channel protection will soon no longer be required!!!

  4. Co-channel, 1st and 2nd adjacent channel protections are required.

  5. Eligible licensees can be non-commercial government or private educational organizations, associations or entities; non-profit entities with educational purposes; or government or non-profit entities providing local public safety or transportation services.

  6. LPFM Radio stations are required to broadcast a minimum of 36 hours per week and participate in the EAS (Emergency Alert System) system.

  7. The license term is eight years, and cannot be sold. An LPFM Radio Station can only be transferred to another party under special circumstances.

As an applicant, you will have to certify that your organization does indeed operate within the city in which you wish to broadcast. You will also be required to certify that a majority of your board (or other persons) live within ten miles of the proposed LPFM radio station and/or that your educational organization is headquartered within 10 miles of your proposed transmitter site.

Now that the FCC Rules are available, it's imperative that you take a long look at what the FCC is asking from potential LPFM applicants. If you have specific questions, please contact your legal council or LPFMRadio.com or MonsterFM.com.

An Important Word of Warning! Until you have a construction permit, you do not have the right to purchase equipment and start broadcasting. When you have your construction permit and have built your facility according to your FCC issued LPFM radio construction permit, then, and only then can you go on the air. Under no circumstances should you even think about broadcasting until your construction permit is granted.

Unlicensed operation is against the law, and can haunt you for a long, long time.


Do I Really Require The services of An Engineer In Preparing My LPFM Application?

Many prospective clients have asked us why they would require the services of a professional technical consultant in filing an application with the FCC when there are so many "free online help centers". The answer to this question is simple to understand for anyone who is familiar with the filing process. But, the answer can be quite confusing to those who have never dealt with preparing and submitting an FCC application before:

  1. The FCC imposes very strict technical requirements on applicants and imposes very strict requirements as to who is eligible to apply. Because of these requirements, if your application is not in strict compliance with FCC rules and "letter perfect", with all of the required documentation and technical exhibits complete, it will be dismissed without a chance to file again! In other words, IF YOU REALLY WANT TO BUILD AN LPFM RADIO STATION, DO NOT TAKE THIS LIGHTLY!!! You can "save" by attempting to prepare and file an application on your own but, the success rate is somewhat less than stellar and most "homemade" applications ARE dismissed due to some pretty simple mistakes that would never have occurred had the applicant not elected to "skimp" on this single most important part of the application process.

  2. If your exact chosen location does not have any frequencies available, our engineers will probably be able to work with you to find a means of making your location work in some other way. We may be able to help you find another nearby location that will work.

  3. If you have a choice between several potential frequencies, our engineers can help you in determining which one will be the best choice for your application. (While it is physically impossible under these rules for LPFMs to cause significant interference, some of the new channels allocated may receive quite a bit of interference. In other words, although these new rules work wonders at protecting other signals from interference caused you YOUR LPFM station, they leave a LOT TO BE DESIRED when it comes to protecting YOUR LPFM from interference caused by other signals.)

  4. The key reason that you may want to contact our engineers, even if you are able to find a frequency for yourself, is that the FCC engineering database is usually very inaccurate. This means that there are many stations listed there that are no longer operating, and some are listed that have been approved but have not yet made it into the system.

  5. Our engineers can check the FCC channel finder results against our very expensive and very up-to-date software. Our engineers pay a lot of money to keep very accurate records of station allocations, and that is why we must, in turn, pass a portion of those costs on to you in the form of application preparation fees.

  6. If you apply for a frequency, as based on the FCC database, and that frequency turns out to be occupied because the FCC Channel Finder was not up-to date, it's tough luck for you. On the other hand, it is entirely possible that you may pay several hundred dollars just to confirm what you already knew from the FCC. Either way, you must make a decision and base that decision on whether or not your desire to build a new radio station outweighs your desire to save a few hundred dollars.

  7. Our engineers can also help in resolving conflicting applications by finding other alternatives. There are many strategies for "shoehorning" a station allocation that are not permitted under LPFM, but our consulting engineers can (for a fee, perhaps a considerable fee, depending upon the complexities of the situation) make a very strong argument for an exemption. An engineers report would need to be attached to your form when you turn it in and this is no small undertaking.

  8. Our engineers can also check on the status of applications, construction permits and stations that show up in the FCC database as blocking your application. Then, with a little investigation, we may be able to help you broker a deal with those "blockers". For example, there may be an approved construction permit that was never built, and will not ever be built. Our engineers may be able to have it removed from the FCC database so that your application will be accepted instead of being rejected and dismissed.

 In the end, only YOU can make the decision: Do you just want to "play around" and hope that what you think will work out is acceptable and save a few hundred dollars in the hopes of being lucky? Or, would you rather take every possible step at insuring that your application information is as accurate as possible in order to maximize your chances at getting that FCC broadcast license granted so that you can own your own LPFM radio station?

If you've read this far, you obviously are interested in applying for an LPFM. Here are a few "Quick Start Points".

The LPFM service requires that the applicant file as a non-profit organization.  An LPFM applicant can work with an existing non-profit or form a new one.  A non-profit corporation is the quickest and simplest to form.  The non-profit is not currently required to have official 501c3 status in order to qualify for the granting of an LPFM.

We are aware that there are free online sources for frequency studies / feasibility studies but, as we prefer to deal with "real people" who are serious about wanting a station, we have elected not to provide such a tool for several reason:

  1. A free frequency study / feasibility study that is properly carried out is a virtual impossibility in that, of all of the free tools available online, there are none that take into account such important factors as terrain shielding.

  2. You get what you pay for. (Need I say more?)

If you are interested in applying in the upcoming filing window you should contact us and make arrangements to have this done right away.  We expect a filing window to be announced for either the fall of 2011 or possibly the spring 2012.

IMPORTANT: Do not wait until an LPFM filing window has been announced to get started with preparing an LPFM application! There are many preparations that we will need to advise you of and to have enough time to step you through before an application can even begin to be prepared for filing.
